UK – Bogus ‘Colleges of Terror’ Scam

LAHORE: Thousands of bogus students are free to enter Britain despite new laws aimed at tightening controls on immigration due to weaknesses in the student visa system.

The Times has revealed that hundreds of colleges approved by the Home Office to accept non-European Union (EU) students have not been inspected by its officers. It has also emerged that the vast majority of non-EU students would not be interviewed by the Home Office but admitted on the basis of written applications and evidence of sponsorship, educational qualifications and bank statements.

John Tincey, the Immigration Service Union chairman, said the failure to include interviews could be exploited by terrorists. Under the present system, universities, colleges and schools must register with the Home Office to accept students from outside the EU and must agree to alert the Home Office if a student fails to register, stops attending classes or if a course is shortened. The new regime came in two weeks ago and is intended to end a scam in which thousands of foreigners enrolled at bogus colleges to work in the UK.

According to the report, the problems in the visa are highlighted by the fact that until 2005, there was no official register of education providers — allowing anyone to set up a so-called college and accept overseas students. Under the new system, only universities and colleges officially registered with the Home Office will be able to sponsor students from overseas.

Fake colleges: Last week’s terror raids [in the UK] revealed the questionable nature of some Manchester colleges catering to for international students. At least one of the arrested students, Abdul Wahab Khan, 26, was registered as an English language student at the Manchester College of Professional Studies, which closed after a raid by the Home Office last year. An earlier report revealed the college had sold hundreds of places on fake courses to young men in the NWFP at £50 a head. A former associate of Bashir and Khan told The Times the vast majority of their college’s students had never attended the college because they were all working full-time to earn money.

42292 UK Student Visas were issued to Pakistani nationals alone between 2004 and 2008. Given the fact that Pakistanis feature centrally in almost every terrorism case brought by the UK authorities, you could be forgiven for thinking that this policy might have been subject to at least a modicum of scrutiny or review at some point – clearly not.

The ‘college’ featured in this Pakistan Daily Times article, the ‘Manchester College of Professional Studies’, was closed down by the Home Office last year – we’ve been unable to ascertain the reasons why, but the odds are strong that this was in fact a fake college, set up to target Pakistanis with offers of UK visas. One can only speculate as to who stood to gain from this and the nature of the individuals involved.

As the establishment is now defunct, the only evidence we were able to obtain of its existence was via an internet archive. the picture above is of one of its pages (the rest can be viewed here). Did no-one at the Department for Education realise something may have been wrong with this establishment, when the ‘Message from the Principal’ page on its website didn’t feature the name of said Principal? Is anyone watching?

It seems the Dhimmi UK Government has done little to stamp out what is clearly a frightening and major scam – and one which quite possibly raises money  and entices recruits for terrorism. These incidents can no longer be portrayed as mere blunders. This multiculturalism-promoting and enabling British Labour Government is signally failing to perform its primary duty – that of the protection of its citizens from harm - and maybe worse.

    Searching on Google for “College of Professional Studies” brings up so many, most of which don’t even have a web site (not very professional). Google Street View (a very handy new tool) shows that Capital College of Professional Studies, in Manchester is in an old office building with a inkjet-printed sign in the window. The Leicester C of PS in is London!

    None of the ones I could find within 10 minutes looked genuine, why isn’t a government employee doing preliminary checks this way? A couple of searches and phone calls SHOULD be enough to put a hold on these colleges’ approvals.

    There should be NO approval until they’ve been checked out.

    You’re absolutely right, Mrsj – there are a ton of these bogus-looking colleges around. I’m sure you or I couldn’t just set up a ‘college’ out of thin air and not expect some kind of visit from the Govt. – so how come these scammers seem to be able to do so at will?

    LOL. The names seem to be picked at random.
    As I said above, the Leicester CoPS in London,
    The Capital CoPS is in Salford,
    The Thames CoPS is in Birmingham (in an old office block and Google gives a virus warning for their website)
    The London CoPS is in Luton,
    and the Bradford version is in Manchester.

    May be worth us writing to the DfE to enquire on what basis these esteemed seats of learning were approved as education establishments? ;)
